In 2025, the Competition Council pursued a targeted and results-oriented approach to its activities, focusing on the most significant aspects of competition law enforcement and competition advocacy. Its priorities covered competition supervision and enforcement, the improvement of the regulatory framework, and the strengthening of a competition culture.

A key priority was preventing distortions of competition in public procurement by investigating the most serious competition law infringements, addressing anti-competitive practices in public procurement, and providing methodological support to contracting authorities in recovering damages arising from competition law infringements.

Throughout the year, the Competition Council conducted in-depth market studies in sectors of particular importance to the Latvian economy, including food retail, financial services, healthcare, and digital markets. These studies aimed to identify potential competition concerns and provide recommendations for improving market conditions.

Further emphasis was placed on developing the legal framework through planned amendments to the Unfair Trading Practices Prohibition Law, the Competition Law, and several other pieces of competition legislation.

At the same time, the Competition Council continued to modernise its internal processes by developing digital tools and promoting greater awareness of competition principles across society, while strengthening cooperation with businesses, public authorities, non-governmental organisations, and other stakeholders.
