The Competition Council of Latvia in cooperation with the State Chancellery of Latvia invites decision-makers of the state and local municipalities to the conference “Pro-competitive Public Administration: Contribution to Economic Development”, to be held in Riga, the capital of Latvia, on 2 December.

In the context of the Competition Council’s of Latvia newly developed competition assessment guidelines, participants of the conference will be addressed by the minister of economics of Latvia Ms Dana Reizniece-Ozola and internationally recognized expert in the competition law prof. William E. Kovacic, as well as will be introduced with an experience of the Lithuanian Competition Council. Furthermore, a discussion among representatives of public administration, legislatures and local municipalities and other participants will be provided.

About the conference

Where: the Conference Hall of the Faculty of Law of the University of Latvia, Raiņa Blvd. 19, Riga, Latvia

To whom: decision-makers of the state and local municipalities, businessmen NGOs, as well as state authorities that monitor efficiency of public administration

Why: to gain practical knowledge in order to prevent competition distortions and to discuss borders between justified and unjustified restriction of the competition.

State and local municipalities with their decisions and actions affect the business environment. Quality standards, price regulation, procurement conditions or establishment of public persons’ owned undertakings are only some of examples. Application of various conditions often is a sound action and allows to protect interests of consumers. However, in case of incorrect decisions stakes are high – unduly strict or unequal restrictions make the market unattractive or even completely inaccessible to business, reduce or eliminate the competition, thus, consumers pay more for a less quality offer. Public discussions during the law drafting, as well as disputes related to principles of state and local municipality undertakings and organization of public procurements show that it is not easy to find a balance between interests of public administration and market.

The working language of the conference is Latvian and English with a simultaneous translation.
