The Market Surveillance and Research Department (MSRD) reviews submissions and investigates potential infringements of the Competition Law, prepares opinions and draft decisions, and monitors the state of competition across various sectors of the national economy.

MSRD is also responsible for the oversight and enforcement of the Law on the Prohibition of Unfair Trading Practices. It examines complaints regarding potential violations by buyers at all levels of the supply chain for agricultural and food products, including the retail of non-food products. The department works to prevent unfair trading practices and the abuse of buyer power, with the aim of protecting the interests of suppliers and promoting fair business relations in the market.

Additionally, MSRD supports the European Commission in the implementation of the Digital Markets Act by promoting competition in the digital environment and monitoring the conduct of major digital platforms in the Latvian market.
